Before We Ban the Next Tool
The Unfinished Work of Educational Technology
Earlier in my career, I moved from teaching English in a public school classroom into a district role as an instructional technology specialist. The position was part of a larger effort to bridge the digital divide and ensure that students had equitable access to technology.
I was essentially an academic coach for technology, helping teachers use new tools to strengthen the instruction already happening in their classrooms. I loved that work. But as districts raced toward one-to-one access, managing the expansion of technology increasingly overtook the work of helping educators use it well.
The intent was clear: expand access and strengthen learning. What remained far less clear was whether the technology had actually changed studentsโ experience in the classroom.
Now the pendulum has swung in the other direction. Screens are increasingly blamed for distraction, disengagement, weaker academic performance, and diminished social interaction. Schools are restricting phones, reconsidering device use, and returning to paper-based practices.
I agree and know there is validity to these concerns. Continuous engagement with a phone can interfere with attention and learning. Every digital activity does not strengthen instruction, and technology can be poorly selected or used without a clear connection to what students are expected to learn.
Still, a screen is a tool that can support strong instruction. It can expand participation, increase access, provide timely feedback, connect students to information, and offer new ways to create and demonstrate understanding. Its value depends on how it is used, for what purpose, and within what kind of learning environment.
The rapid movement from one-to-one access to screen restriction raises a question: What did we learn in between?
Did technology fail to improve learning? Or did we invest more heavily in acquiring tools than in preparing educators and students to use them with purpose?
The push to close the digital divide addressed a real inequity. A student's access to information, educational resources, and opportunity should not depend on whether a family could afford a computer or reliable internet service at home. Districts had a responsibility to make sure students across schools and communities could use the tools increasingly shaping education, work, and daily life.
Access was easy to measure and provided immediate data points. Districts could count how many devices had been purchased and distributed, report progress toward one-to-one status, track installations and inventories, and monitor licenses and platform use. Those numbers offered visible evidence that the work was moving forward.
The deeper work was slower and less measurable. Determining whether students were thinking more deeply, participating more fully, or gaining meaningful new ways to demonstrate understanding required more than a dashboard.
It meant examining how teachers were using technology, looking closely at student work, and considering whether the tools had strengthened access, feedback, collaboration, revision, or creation. It also meant giving educators the time and support to determine when technology added value and when another approach would serve students better.
A district could place technology in every classroom within a defined timeline. However, building the knowledge and judgment to use it well required sustained professional learning, opportunities to experiment, strong instructional models, and time to study what happened after the tools arrived. That work did not offer the same immediate evidence of progress, but it was the work most likely to determine whether the investment actually changed learning.
Too often, the technology reached the classroom before teachers had the time and support to determine how it could best serve the learning.
The current push to remove or restrict technology risks repeating the same pattern, but from the opposite direction. During the push toward one-to-one access, progress was often measured by how much technology had been added. Today, schools are increasingly assuming that taking it away will restore focus and rigor.
Both responses center the device.
A personal phone, a school-issued laptop, an instructional platform, an accessibility tool, social media, and generative artificial intelligence present different opportunities and risks. Treating them all as one category called "screens" prevents the more specific conversation education needs.
I understand the concern about students' ongoing engagement with their phones during instruction. I am less persuaded that removing access solves the problem.
A phone can be available without becoming the center of a student's attention. The harder work is helping students develop the judgment to know when to use it, when to leave it alone, and how to remain engaged in the learning in front of them. That judgment must be developed. It does not appear simply because a device has been locked away.
A school can remove every phone and still have disengaged students. The most visible source of distraction may be gone, but the reasons students have withdrawn from the learning may remain untouched. Limiting access may make disengagement less obvious without telling us what will draw students back into the work.
I have long believed that when students are immersed in meaningful, active, and intellectually engaging learning, the phone can lose much of its pull. That will not happen in every classroom or every moment. Students still need expectations, boundaries, and opportunities to develop self-management. Teachers also need the preparation and support to create learning environments that can compete for students' attention in a world filled with information, entertainment, and instant communication.
That is a significant instructional challenge, but removing the technology does not eliminate it.
It may allow systems to postpone the more difficult questions. Are students being asked to do work that requires thought, contribution, and decision-making? Do they understand why the learning matters? Are they active participants or mostly recipients of information? Are educators being given the time and support to redesign learning for the world students currently inhabit?
The same questions apply to artificial intelligence. Some schools are moving quickly to adopt AI tools. Others are trying to keep them out of classrooms. Once again, education is searching for a broad response to a tool whose value depends heavily on its purpose, its user, and the conditions surrounding its use.
Whether schools rush to adopt AI or rush to prohibit it, students still need to learn how to evaluate what it produces, recognize when it is useful or misleading, and remain responsible for their own thinking. Without that preparation, neither access nor restriction equips them for the decisions they will face.
The lesson from the one-to-one era should be that access alone does not transform learning. The lesson from the current backlash should be that restriction alone will not transform it either.
Before we ban the next tool, we should finish the work we began with the last one:
Educators need strong instructional models, sustained professional learning, and support in deciding when technology advances learning and when it interferes with it.
Students need opportunities to develop judgment around access, attention, and responsibility.
Districts need to look beyond what is easiest to count and examine whether technology is expanding participation, improving feedback and revision, deepening student thinking, or creating new barriers.
Removing the tool may simplify the policy while leaving the instructional problem intact.
